Actually its a series color choice. This is the third book in a series. The first "The Thief" was blue, the second " The Queen of Attolia" was green, and "The King of Attolia" red. The colors help unify the series and make each book its own.
But you are right in thinking the colors were chosen to fit the moods of the stories.
